There's a thing in Crafting List at the end, you need to craft by using Bazelgoose Talon + Armor Charm/ Power Charm to get the better one. The thing is you can still buy it again to stack it, i crafted Power/Armor Talon to go alongside with the normal one, a little more attack/defense is still good tho. level 2 I had collected my talons from Goose's tracks without fighting him first. 10/10 would harvest misfired scales again. level 1 You buy the powercharm and armorcharm from the provisioner (if they aren't available then you need to progress further in the story). Once you have them you can combine them with Bazelgeuse Talons to make the powertalon and armortalon.

And yeah, Turtle's armbrand was something he had from all the way back in MR. It contained some skyfire, which was then given out to Kinkajou and Qibli towards the end of MR and later Winter at the beginning of WT so Moon wouldn't be able to read their minds.
